How to send approvals to all members of an AoR but only one of them is required to approve it

I want to send transaction approvals to all members of an AoR but I only require one member to approve the transaction

Content (please ensure you mask any confidential information):

I have five AoR templates set up with responsibility scope set up based on Country and Business Unit. These are all HR Representative types with both Approvals and Checklists ticked

One of these AoR has multiple people directly assigned to it and I wish them all to be notified of a transaction approval but only require one of them to approve the transaction. I don't mind if one of them has to claim the transaction I just need all of them to be notified when there is a change of assignment submitted
