Ability to block Conduct Talent Review Meeting if Rating submission is not completed

Hi guys ,

I'm implementing talent module for a client and got a requirement to facilitate the specialist role.

Before conducting a talent review meeting, the talent specialist has the hand to monitor the rating submission progress.

Even if the rating submission progress is not completed, the talent specialist still the hand to conduct the talent review meeting.

Requirement : block the Conduct Meeting if Rating Submission Progress is not completed.

Is there a setup to block the option of conducting the talent review meeting if the rating submission is not completed.
