Work Shift upload HDL

Our Client has a requirement to make changes to employees' shifts on a regular basis. The team schedule and planned schedule options don't full fill this requirement since those features doesn't support the bulk upload option.

Is there way to bulk assign work shifts to employees, maybe through a HDL?
