Can a hold be applied on sales order after generating the shipment but before pick release

We want to apply a custom hold through order orchestration on the create shipping activity. However, we would still like to generate the shipment for the sales order so that CSR team can print shipping documents. All the shipping processes like pick release, pick confirm, and ship confirm should be put on hold. The hold will then be released manually.
