Can we enable Manage participant feedback tile on Performance document only for few specific jobs

Can we enable manage participant feedback tile on Performance document only for few specific jobs?
Business need: Manage Participant feedback should be completed by only few RN jobs and for the rest of the employees this tile should be hidden. In VB studio we are only able to hide or enable this tile but there is no option to customize it based on role specific access to write an EL.
