How to get All customerbalances by BillTo using /cjmRest/channelCustomerProgramCheckbookBalances?

Using Get /fscmRestApi/cjmRest/channelCustomerProgramCheckbookBalances, with download Parameter DataForCode=ORA_BILL_TO_BAL, the Response body is "You must enter the ProgramId or PromotionCode or ProgramName attribute."
I need to get All program balances and list the Bill To Site, regardless of the Program. I've attempted to set the ProgramID download parameter>1 with no luck. How can get "All" records without entering the specifci ProgramId or PromotionCode or ProgramName?
