Is there a way to see other email id's in contact group when a notification is sent from OTM

We have a requirement where the user needs to see email id's of end users who are receiving a particular notification.

We have a use case where, based on certain conditions, we are sending out notifications to end users. The customer wants to validate that the correct contact is receiving the mail notifications, since the end user needs to take some action based on these notifications, failing which they will have to pay a considerable sum as penalty.

Since we cannot put cc for notifications from OTM, is there a way we can achieve this? Can contact group be configured in any way that one of the contacts in group can see other mail id's as well?
