Licenses and Certification LOV Missing in Employee Skills and Qualifications Section

We have enabled the Licenses and Certification section under Employee Skills and Qualifications. However, the Licenses and certification LOV is currently appearing blank. I compared this with the demo instance, where this field contains more than 2,000 values. Is there an Oracle-delivered LOV for this field? Additionally, is there any program or process available to populate or update these values?
