Unable to carry dependents from one plan(Medical plan) to another plan(Vision plan)

Summary:

I am trying to auto enroll in Vision Plan(separate unrestricted plan created) based on selection in Medical Plan (under US program). Although I am able to auto-elect in Vision Plan option based on the option selected under Medical Plan type using Automatic Enrollment Method FF and Default enrollment Fast formula. Also, I am able to make the same dependents eligible under Vision plan which are elected under Medical Plan Type option. But, I am unable to have the eligible dependents "auto selected" under Vision plan.

CARRY_FORWARD_ELIG_DPNT Flag doesnot seem to work. Is there any other way to auto elect dependents from one plan into another plan?
