Define Salary Ranges by grade ladders

Hello experts,

the customer has one salary basis but it manages different salary ranges within the same country. The system just allows to assign one salary range in the salary basis configuration page. Is it possible to configure salary ranges by grade ladders and apply all of them to the same salary basis. If not, how can we accomplish the customer requirement? Is the creation of additional salary basis the only way to manage the requirement?
