Performance Goal Approval 25D- did something change?

Hello all,

We took 25D over this past weekend. It used to be that when users submitted performance goals, no approval would be required. The goal would automatically appear on their goal plan. Now they are getting the following message. Is there new functionality (perhaps a profile value or something) that got automatically enabled with 25D? Just trying to understand what changed. Thanks so much!
