Back to Back items not creating supply requests for all lines on a transfer order after 25D

I have a number of facilities that have a majority of items as back to back enabled. The supply requests are being generated for only one line per Transfer Order even when there are multiple lines with back to back items on them.

This started happening after the 25D update.
