Can we hide/remove "No Requirement" rating level of skill center page as shown in the screenshot?

in HCM Data Loader (HDL)

Summary:

When manager is trying to assign the core skill to employee (My teams → Team Skill Center) then can we hide/remove "No Requirement" level ?

Similarly from employee side as well ( Me → show more → skill center )
