Should Revisions to Work Definition Version 2 also being Reflected in Prior Version 1

Summary:

Current configuration is for Process Manufacturing. Item Structures are not currently being used in Work Definitions. A new Version (2) of the Work Definition was created and upon saving Version 2 of the Work Definition, it end date Version 1 as expected. Now whenever someone goes into Version 2 to make a change to the Input Item Quantities and saved, the changes are also being reflected in Version 1.

Is this how it is supposed to work? I would expect Version 1 to remain the same and only Version 2 would reflect the change in quantities.
