How to configure FYI notifications in invoice approval spreadsheet

We have a requirement that, along with approval notification to one user, there should be an FYI notification triggered to other set of users.

I have written "user" type approval rule and below that I have written "FYI" type rule.

User type is working fine but FYI rule is not working.

What could be the reason
