Manager is unable to view the requested Participant Feedback

Hello Team,

In the performance document, the manager navigates below to view the participant feedback

My team --> Performance overview --> searching for the employee --> performance document --> clicking on manage participant in the action next to the document.

When the manager clicks on the three dots next to the participant, it is greyed out, and he/she is unable to view the feedback provided by the participant.

I have attempted to assign the delivered line manager role. However, the issue persists. I kindly request your assistance with this matter.
