My Workers on target Report is showing everyone as No target- which filed is this referring to?

Summary:

When logged in On the Bonus Plan we have a report option and two of these reports i am unclear how they are working or which filed it is using to pull information from. We use a Performance calibration which rates out employees performance but when we click on Worker on target it shows as below:

I am unclear where the Report is focusing on to pull its information as i cant see anything regarding it on my Plan set up.

Any guidence or advice would be appreciated.
