manager restricted/control to provide full rating in the performance evaluation

in oracle fusion how can i make the manager restricted/control to provide full rating in the performance evaluation for example if manager has 10 employee reporting to him and he has to rate all 10 employee on the scale of 1 to 5 and we want that manager can only rate 5 for 2 employee or 10% of the employee population
