Will validation trigger for records created within seconds of each other?

Summary:
We have a validation trigger on the Contacts object to restrict duplicate emails while creating contacts. This works fine within Sales Cloud when users create contacts directly from the object.
However, from Service Cloud when the contacts are created , we are getting them via OIC to create in sales, we are observing that duplicate email records are being created within seconds of each other, and the validation is not triggering as expected.
Why is the validation not restricting the creation of duplicate records?
