Performance Goal Library not adding REFERENCE_CONTENT_ITEM_ID

Summary:

We implemented Redwood in October of 2025. Colleagues adding goals via the Goal Library should have a REFERENCE_CONTENT_ITEM_ID (External ID) assigned immediately after doing so but the records are not being assigned this ID.

Content (please ensure you mask any confidential information):

Colleagues are following instructions and adding the goal via the "Add" button within the Goals page or via the "Explore" tab. The REFERENCE_CONTENT_ITEM_ID (External ID) is essential so we can load actuals against the colleague record as we are now at year end and did not know this ID isn't being created.
