Pending action items are not cleared with manage action items job.

We are trying to clear pending actions for Birth and Marriage certificates through Manage Action Items Jobs.

Unfortunately nothing is getting cleared for few employees and we see below error from the log.

The ben_bdi_shd.constraint_error procedure didn't insert, update, or delete a record because there was a BEN_BATCH_DPNT_INFO_DT3 database constraint violation.
