Target Proficiency Rating Not Visible for 2nd Level Managers in Performance Competency Section

We have observed an issue in the Performance module under the Competency section. The Target Proficiency rating is visible for Employees and their Line Managers, but it is not visible for 2nd Level Managers (Managers of Managers).

Could you please confirm:

• Is this the expected behavior or a configuration limitation?
• If not, what steps or settings can be applied to make the Target Proficiency rating visible for 2nd Level Managers in the Performance Document?

Any guidance or workaround would be greatly appreciated.
