GOP is recommending the substitute item from Rank 1 Whse rather than original item from Rank 2 Whse

Summary:

Original item has a cost and substitute item doesn't hold any cost. ATP rule has only onhand has considered supply.

As you can see below, Whse NR1 has no stock for original item however YM1 has 100 qty stock, but substitute has stock in whse NR1, hence GOP recommending to use substitute item from NR1.

Customer wants GOP to promise the order based on requested item availability across all warehouses on sourcing rule as priority, thereafter, look for substitute items availability.
