Workforce Comp Plan Promotion Plan Benchmarking

Summary:
We are looking to move one of our Promotion Processes from outside of HCM via a workflow tool, to inside HCM leveraging Workforce Comp. Our challenge is this is for a skilled trade labor force that is extremely competitive. Therefore, the desire and current process allows for workers to be promoted as soon as they:
- Took the appropriate training courses
- Demonstrate the skills capable of the next job
Both of these items are done outside HCM today, so I don't think Grade Strep Progression would be the right fit.
