Goal Library LOV not visible while creating Goal Plan in Release 25D

Issue Description:

In Oracle Fusion HCM Release 25D, multiple goals are already created and active in the Goal Library.

When an HR user navigates to My Client Groups > Goals > Goal Plans and creates a new Goal Plan, the option to select goals from the Goal Library is not available. The Goal Library drop-down list (LOV) does not appear on the Goal Plan creation page, even though the goals exist in the library.

Because of this, HR users are unable to add Library goals to the Goal Plan.
