Manually force performance document to be created

Summary: We have an employee who is an exception to our normal performance eligibility profile. We have a parameter set based on hire date. They were hired after this date, but HR wants to go forward with creating a performance document for this particular employee. We tried to force eligibility but that did not seem to do anything. When we go to performance documents and attempt to create a document, we do not have that option for that employee. Is it possible to manually force the creation of the performance document? If so, how do we do that?
