How to make the HR Admin a reviewer with access to all workers and with Submit for Approval

I would like to outline our current initiative aimed at empowering the HR Admin with enhanced capabilities in managing the Merit Increase Worksheet. The objective is to enable the HR Admin to make necessary adjustments to the worksheet and subsequently submit it for approval.

In accordance with the guidelines set forth in the Compensation Implementation document, I have structured the primary hierarchy to reflect the Primary Management Hierarchy while also establishing the Reviewer Hierarchy. This setup includes a fast formula for effective hierarchy determination, specifically designating the HR Admin's role within this framework.

As it stands, the HR Admin has the ability to access the information of all employees within the system. However, they currently lack the necessary permissions to submit the worksheet for approval. This limitation is a crucial aspect we need to address moving forward.
