How to make Target outcome fields mandatory in goal creation page

Summary:

Hello,

In the goal creation page, we have set 'Show tasks section for performance goals ' to True.
The fields, task and type and showing as required. But the worker is able to save goals even without entering these tasks details.

How to restrict worker from saving the goal without entering atleast one tasks for the performance goal?
