Redwood: Competencies are not calculating on performance document

Summary:

We have a performance template where the performance goals are weighted at 70% and competencies are 30% of the overall rating. During testing, we have found that the competency section is not calculating a rating at all - leaving 30% of the overall rating at a 0. Is there configuration I should review to see why this is happening.

The weighted calculation for the performance goals section is working as expected. I am using the same rating model and template options for both sections.
