How to provide multiple values for an attribute in a Person list?

Summary:

We have a requirement to assign a journey to all employees in California.
We plan to use the Assign feature and use the Person Lists to assign the journey based on the locations in California.
To do so, we are creating a Person List with the attribute = Location Name and operator = Is one of
We have multiple locations in California.
How do we include multiple values in the Location name field?
For e.g. CA.City1, CA.City2, CA.City3 or are these values separated by ; or by , these should be in "" (double quotes)
