Maximum number of goals not working even with 'Enforce maximum goals' selected

Hi peers,

I've set the goal plan to allow a maximum of 3 goals and also checked the 'Enforce maximum goals' box (as shown in the first image below). However, the system still allows employees to create up to 5 goals before greying out the Add button (2nd image below).

What could be the reason?
