Unable to activate "Account Holder" flexfield for Egypt Employee like it is activated for US employe

in Expenses

For our employees in Egypt, when they enter their bank account information in Oracle Expenses, they do not get field "Account Holder" where they can enter their name like our employees in US. I would like to create/activate this field for Egypt just like it is for US.
I went to the "Manage Descriptive Flex fields" > Bank Account > manage Context to see if I can find the field for US or Egypt but it did not exist.
I also went "Manage Descriptive Flex fields for Expense Reports" >"EXM_Expense" > to see if I can find the field there

I have attached screenshots to show which flexfield i am looking for.
