System is not allowing to consume the balance of a 2nd absence plan after the 1st one is depleted

We need to have 2 absence plans with their own balances, and have the user to consume from 1 absence plan first and the consume from the other, once the first is depleted. We have tried to use priority configuration at the absence type but when the first absence plan is depleted, it doesn't allow the user to request a new absence even that the 2nd absence plan has enough balance, the error it receives is that 1st absence plan does not have enough balance. We are following the documentation from ORACLE for this scenario:
