Individual Compensation Plan not trigger mail notification to Line Manager

Hi All,
We have configured ICP (Individual compensation plan) and once employee submits, Line Manager gets bell notification but not email. Whereas once Line Manager approve/reject, Employee receives email notification. The BPM Worklist Admin, the notification is set to All (InApp, Email). Please suggest.
