Need to restrict "Edit/Delete" dependents under before you enroll.

There is a requirement where clients wants to restrict employees from performing the actions like edit and delete the dependents. Employees should only be able to add the dependents in the system. Incase of an edit or deletion required, ben admin needs to perform it on their behalf.

Please let me know if anyone has come across such requirements.
