How To Restrict Roles and Privileges In VBCS Redwood without changing custom and standard role

Summary:

Is there any possibility to restrict actions for particular users using VBCS Redwood without modifying custom roles.

For example., In Goal Page COPY under ACTIONS button should only be available for managers instead of Employees. So without modifying the custom and standard roles, can we make use of VBCS to restrict actions of such pages?
