User claims goal setting completed, but it's not visible in transaction console and backend table

in Performance Management

The user has said that they have filled the goal setting but when we are trying to fetch that particular data , it is neither present in the transaction console nor in the backend table. what could be the possible scenario regarding this in oracle fusion HCM.
Can you please help me in resolving this.
