Budget conversion is not honored causing higher budgets in the worksheet

We have presence in US and SG. In the compensation worksheet, we noticed that the SG to US (or vice versa) conversion is not happening. When we select, Worker Local Currency the worksheet shows correct salary in SGD. But when we change it is USD, the conversion does not happen and Eligible Salary is calculating to a higher number.

We had similar issue last year that got resolved when we republished the model. But, it didnt work this time.

I noticed that though conversion rates were setup under Active Plans, the system is flipping it back to 1 from original value.
