Allow assignees to edit goal definition for Admins

Hi,

We wanted to confirm the functionality on the Allow assignees to edit goal definition option. Currently, while creating and updating goals managers are getting the option "Allow assignees to edit goal definition option" however, when HR/Admin is trying to add a goal, while creating a goal we can see the option however, when we are editing the goal details as admin we are not getting the option.

Can you please assist here is if this is expected functionality or could be because of missing privileges. We have given permissions to HR specialist and Managers in "Allow Updates to Goals by" option at goal plan level.
