Why does Talent Profile Item Expiry notification send the email nofication twice?

Talent Profile Item Expiry notification sends the email notification twice for expiring licenses and Certifications.

We have configured Talent Expiry Notification using the instruction in document: Enable Alerts for Expiring and Expired Licenses and Certifications.
Also, we have Talent Profile Item Expiry option enabled in Talent Notifications (Performance).
It works fine, BUT system now sends notification twice for employee and twice for line manager:
- Sender on one notification is the same as configured in BPM Application preferences (Email "From:" Display Name - we have "<CUSTOMER> DEV1")
- the other is format "<pod_name>-dev1.fa.sender@workflow .email.eu-frankfurt-2.ocs.oraclecloud.eu".
