Compensation Administrator can generate statements in View Administration Reports

Hello experts,

Can you confirm that the Compensation Administrator can generate statements via View Administration Reports > Generate Statements even if the status of the plan are as follows:

-Not Started
-Budget Available
-Work in Progress
-Submit for Approval

Even if the Statement Generation Timing of the plan is set to Workers posted to HR or who received final approval

I'm still checking for other Oracle documents pertaining this but didn't see any.
