Rejected performance goals not going back to employee- Responsive UI

Summary:

We have several employees whose manager rejected their goals and the goals went away in responsive UI. How can we get back the goals for the employee to edit? There are executives who we cannot ask to re enter their goals so can someone please let us know how do we get the rejected goals back?
