Summary: Competencies Section as part of Performance Template

Content (please ensure you mask any confidential information): We have a requirement to have three sections as part of the Performance Template for students where as the business is looking to have a competency section with the below values and the scaling's for each value but, it is showing as blank section when I logged in as enduser for testing.

Example of Competencies:

• Ability to Execute
• Results Oriented
• Positive Energy
• Curiosity 

Competency Scale: 

• Below Expectations
• Meets Expectations
• Exceeds Expectations

Does anyone know what could have caused to show it as a blank?
