Behavior of S_Equipment During Bulk Planning into Consol Shipments in OTM

Unexpected behavior observed while planning order movement into consol shipments (ground consol) in OTM.

Content or Description:
While testing consol shipment planning in Oracle OTM, I observed the following behavior:

  1. When a consol shipment already contains the maximum allowed number of S_Equipments, attempting to plan an Order Movement (OM) into that shipment results in a bulk plan error, even if the OM can technically fit into one of the existing S_Equipments.
  2. When a consol shipment has not yet reached the maximum allowed number of S_Equipments, planning an OM into it always creates a new S_Equipment, even if the OM could fit into one of the existing S_Equipments.
