Subsequent Submission of Performance Goals must be auto-approved and the Submit Popup to be removed

Summary:

After the first Submission of Performance Goals for Approval, we need to block or restrict the subsequent submission. The business requirements is to submit the Performance Goals for the first time and it should go to the Manager. And when the next time the Employee updates their Goals then they should not see the popup for  "Pending Submission for Approval" to Submit the Performance Goals.
