Need to disable 'Apply Discount' under Actions menu on PO Change order screen

Business has a requirement where they want the option 'Apply Discount" under Actions menu in PO creation screen to be visible but the same option should not be available on the PO changed order screen. We tried doing this through sandbox but it is making 'Apply Discount' not visible on both, PO and PO change order screen. We need this to be available while PO creation to users but not available while users are making change order on the PO
