Validate who is getting a TCS before employees have access to the statement

Summary:

In workforce comp we can set a plan to administrative status so our comp admins can do their loading, validations, etc. prior to setting it to open status which allows the managers access. Is there anything like that for Total Compensation Statements? Our comp and benefits team would like to validate who is getting a statement and ensure there are no issues before employees access their statements. Is there any way to do this besides hiding the View Total Compensation Statement quick action?
