Can the View Total Compensation quick action be visible to employees in the United States only

Summary:

Not sure I am in the right category for this question but still going to ask. We are going to go live with the Total Compensation Statement in the United States first. We noticed that all employees can see the View Total Compensation Statement quick action. Is there a way to limit the visibility to the quick action to the United States besides creating another role?

If I am in the wrong category please let me know where I need to ask the question.
