Redwood Performance page -> check-in tab is missing

We have enabled the goals and performance pages for Redwood last year September .
Employees had Check-in and Performance tabs showing under Me > Career and Performance > Performance page.
Employees had add button showing, and created check-ins. but now
- For some employees, the check-in tab is not showing at all.
- For some employees, the check-in tab is showing with previous check-ins created but no add button is showing.
No changes in any setup or VBCS. It seems another Redwood bugs.
Any insight?
