Now getting database connection error ora-12514 after working fine

Summary: Yesterday and for months prior my oracle cloud DB connection via SqlDeveloper worked fine. Now getting ORA-12514.

Checked service name in console and not changed.

Downloaded new wallet and tried that but got ORA-12514 again.
